This is similar to Level 2, in terms of it being a hybrid that is likely to be used, as it is set between Level 3 (midway security, default setting) and Level 5 (maximum security setting). Again, a lot more 'thought' had to go into the decisions made, with concern for each individual function necessary, and the three divisions of rights/permissions similarly (to Level 2) of particular importance.
